Consultative Meeting Held on “The Financial Environment, Regulation, and Support of Civil Society Organizations”

On June 25, 2025, the Media Council of Mongolia organized a multi-stakeholder consultative meeting bringing together representatives from civil society organizations (CSOs), media, and government institutions to discuss the current conditions of CSOs, legal frameworks for supporting them, and their financial environment.

On November 24, 2021, two revised draft laws submitted to the Parliament of Mongolia: the Law on the Legal Status of Foundations and the Law on the Legal Status of Associations. These draft laws aim to address the implementation, challenges, and scope of the current Law on Non-Governmental Organizations (NGOs), which was enacted in 1997 and remains in effect today. Their ultimate goal is to regulate the establishment and operation of NGOs in Mongolia. In response to these drafts, NGOs, their alliances and consortia, and international non-profit organizations have repeatedly expressed concerns regarding restrictive and ambiguous provisions that may affect the freedom of association.

On April 10, 2025, the Media Council of Mongolia held a consultative meeting titled “Civil Space and Policy-making” with over 20 representatives from CSOs, government agencies, and media. Following that, two research teams were selected to conduct a study on the legal environment of civil society, and both teams are currently preparing for their research.

This consultative meeting focused on aligning the knowledge and understanding of stakeholders regarding the financial environment, regulation, and support for civil society organizations. It also aimed to clarify the future roles and engagement of CSOs and media in creating an enabling environment.

At the meeting, Ms. M.Bolormaa, Head of the Women Leadership Fund, and Ms. G.Undral, Executive Director of the Democracy Education Center, delivered presentations addressing key challenges and shared international experiences in shaping civil society policy.

The ‘Voices for Change’ project is implemented by the Media Council of Mongolia (MCM) in cooperation with DW Akademie (DWA) and is funded by the European Union. The project’s aim is to foster accountability of Mongolian CSOs, as leverage to strengthen the civil sector’s independence and capacity to contribute to good governance and social cohesion. The objective of the project is to empower civil society organizations to effectively and credibly represent the interests of Mongolia's civil society. A

The second phase of the project focuses on creating a favorable legal environment that enables the active participation of civil society organizations, the media, youth, and other diverse social groups in public policy discussions.
